Government reintroduces road tolls with amendments

The government of Ghana through the Ministry of Finance has initiated steps to provide foundational rates for the tolling of roads and highways.

According to the official release signed by the Ministry of Finance, Ken Ofori-Atta, the Ministry referred to paragraph 462 of the 2023 Budget Statement and Economic Policy of the Government on the reintroduction of road tolls. They also referenced Section 6, the Fees and Charges (Miscellaneous Provisions) Act, 2022, (Act 1080).

The letter stated that it is provided under Section 6 of Act 1080 for the Minister to amend the schedules of the Act to include or exclude MDAs and/or adjust the fees and charges collected by MDAS for their services through a Legislative Instrument, when necessary.

Based on the above reason, the Ministry has initiated steps to provide foundational rates for the tolling of roads and highways as part of the amendments of the Act, pending completion of the process to identify the roads and highways to be affected by the reintroduction of the road tolls as stated in the Budget.

Additionally, they (the Ministry of Finance) have attached the proposed rates to their letter for an easy and clearer understanding of their initiated amendment steps.

Attached is Appendix I for input by the Ministry of Roads and Highways to enable the Ministry to complete the schedule of fees under the impending Legislative Instrument.
