GRA Commissioner admits working without contract amidst parliamentary scrutiny

The Commissioner of the Ghana Revenue Authority, Rev. Dr. Ammishaddai Owusu-Amoah, candidly admitted that he has been fulfilling his duties without a formal contract.

Scrutiny ensued during the Public Account Committee meeting on Monday, January 29, 2024, as the Minority in Parliament expressed concerns about his tenure, particularly in relation to his retirement.

Ningo-Prampram MP, Sam George, delved into the matter during his turn to question the GRA Boss, querying whether he was operating under a contract, given that he had surpassed the mandatory retirement age of 65 by two years. A disagreement erupted within the committee when some majority members objected to the question, deeming it out of order.

Committee Chairman Dr. James Klutse Avedzi temporarily adjourned the sitting for 45 minutes due to a sudden malfunction in the public address systems of the committee room. Upon resuming, Rev. Ammishaddai revealed, “I turned 62 in October 2023.” When pressed about working on a contract, he explained that a letter had been sent to the board for his continued service until matters were resolved with the Ministry of Finance and the appointing authority.

Following the session, Sam George, speaking to the media, asserted that the GRA Commissioner’s extended tenure was unconstitutional. He urged the President to uphold the constitution, pledging to address the issue on the parliamentary floor if necessary upon resumption.
