Former Ghanaian President John Dramani Mahama has been rejected by the Somalia govermment as its special envoy to mediate in the political crisis in their country.

The rejection of the 2020 Presidential Candidate of the National Democratic Congress (NDC) was contained in a letter issued by the government of Somalia to the African Union (AU) Chairperson. The withdraw of John Dramani Mahama followed his appointments and subsequent announcement by the African Union’s Chairperson Moussa Faki Mahamat as special envoy.

The appointment of John Dramani Mahama did not go well with the government of Somalia as they vehemently rejected him in a public statement saying “I hereby notify the African Union of the formal withdrawal of support by the Federal Government of Somalia for the AU High Representative of Somalia.”

“As the High Representative for Somalia’s political track. President Mahama will work with the Somali stakeholders, to reach a mutually acceptable compromise towards an all-encompassing resolution for the holding of Somali elections in the shortest time possible.”

The letter written to I.L.E. Moussa Faki Mahamat, African Union Commission (AUC) Chairperson reads;

Your Excellency,

On the 1st of May, the house of the people voted to rescind the special election law established by a majority vote on the 12 of April, with the intention of bringing about consensus on holding elections under the stipulations of the political agreement of 17 September.

This decision was welcomed by the executive and in no means should be viewed as a rejection of the importance this government places on realizing the goal of one-person one-vote but rather a manifestation of the determination of the Federal Government of Somalia to hold elections in order to carry on the
important work of government.

Given the general consensus to resolve the current political impasse by restoring the 7th September 2020 agreement on holding elections, and the support expressed, from all quarters for the Federal Parliament’s decision on the 1st of May. It’s clear a mechanism for a Somali-led and Somali-owned process has been establish with the Prime Minister leading the process for finalizing the political agreement.

Therefore, in fallow up to the letter by the President H.E. Mohamed Abdullahi Mohamed, on the 30 of April 2021 and in light of the general consensus in holding
an indirect elections, l’m writing to give you a formal decision of the Federal government of Somalia with regards the announcement of HE. John Mahama as AU High Representative for Somalia.

Firstly, I would like to express Somalia’s deep appreciation for your support in aiming to assist my country to secure long-term stability and would like to reaffirm our support for you and your good office.

However, the Federal Government of Somalia is of the view given the present consensus on the elections, the window of opportunity for AU’s High Representative to support Somalia, to have an affect on the political impasse and support the establishment of a Somali-owned and Somali-led is no longer viable given the process has already started with the principles due to meet on the 20th of May.

It’s my concern, introducing an envoy into the process now will only confuse the present amicable arrangements and at worse risk the politicization of the process further than necessary.

Secondly, given the politically sensitive nature of the task of a high representative in any case, I’m certain you will appreciate the importance of any candidate for
such a post to be seen as impartial and without any links to the region.

The earlier envisaged role of the high representative was all the more sensitive given the political nature of the task. Therefore, it’s indeed surprising that a candidate with an extensive link with Kenya’s leadership has been chosen by the
AU to facilitate talks on a political impasse partly engineered by these the Kenyan leadership has supported.
