National Council of PTA displeased with GES guidelines on PTAs

Gapson Kofi Raphael, the Secretary of the National Council of the Parents Teachers Association (PTA) in Ghana, has expressed deep disappointment in the Ghana Education Service (GES) regarding its recently issued guidelines on PTAs. He strongly criticized the GES, deeming its actions unlawful and illegal.
The GES has introduced new guidelines for Parent Associations, formerly known as Parent-Teacher Associations, in pre-tertiary schools across the country.
These guidelines include provisions such as the exclusion of teachers from the Association, restrictions on teachers imposing fees that hinder students from taking exams, and the requirement that parents whose children have completed school must leave the Association.
However, in an interview, Gapson Kofi Raphael clarified that PTAs in Ghana operate as autonomous bodies and do not adhere to regulations or instructions from the GES. He emphasized that the PTA has its own constitution and functions independently of the GES. Raphael criticized the GES for failing to engage with them prior to issuing the guidelines.

“Even basic courtesy would dictate that if you have observed something as a stakeholder within the institutional space, of which we are also a part, and you notice there is something we can all discuss, wouldn’t it be proper to engage us?” Raphael questioned.
He further stated, “What the GES has done is beyond their jurisdiction and protocols. Their actions are illegal, unlawful, and unethical, and will not be accepted anywhere in Ghana.”
Raphael urged PTA members to disregard the GES guidelines, clarifying that the funds generated by the Association are not public funds. He emphasized that PTA funds are separate from the funds under the authority of the Director General.
“We are advising our members to disregard the guidelines because PTA funds are not public funds. They are not subject to the directives of the Director General,” Raphael asserted.
The National Council of Parents Teachers Association stands firm in its stance against the GES guidelines, asserting its autonomy and commitment to protecting the interests of its members.
