The Salaries and Remuneration Commission (SRC) has presented a new public servants pay scheme that would see significant increases across the board.

Under the proposed framework, all civil officials would receive a pay rise, with the best paid receiving up to Sh846,720.

The pay review would increase the public sector wage bill to a record-breaking SH3.8 billion monthly if it is carried out as planned.

The new system aims to ensure equity and fairness by consolidating allowances and gross pay for different work categories.

The proposed changes would also reduce the number of clusters from four to three, allowing people currently in Cluster 4 to join Cluster 3 in a functional manner.

According to documents obtained by People Daily, the pay bill will have doubled from its present level of Sh1.96 billion to Sh3.84 billion by the time the third public service remuneration and benefits review cycle ends in 2025.

The new pay structure is currently being reviewed by the State Department for Public Service, which will offer feedback on the proposed pay structure.

Despite concerns from President William Ruto, SRC has said that it will continue to accept public opinions on the proposed review through July 13 before publishing the new pay scale for State officers later in the month.

The stakeholders must now approve each idea before it can be put into action, which will probably happen this month.

The National Treasury has set aside Sh45.2 billion to pay for the salary hikes, which will be distributed equally between the fiscal years 2023–2024 and 2024–2025.

The pay structure for employees who are eligible for union representation will be negotiated through collective bargaining negotiations (CBN) in accordance with the rules at the time.

The Performance Contracting Guidelines for the new fiscal year include the framework, according to SRC.

SRC aims to achieve progressive harmonisation and equity in government service pay.

The planned review will be implemented in stages to ensure that the government can afford to pay the improved rates until 2025, when another review is due, and that pay reviews are sustainable.
