In a move to enhance the accuracy and efficiency of salary payments, the Government of Ghana (GoG) has directed all government employees to link their National Identification Authority (NIA) numbers, also known as the Ghana Card, with the Integrated Personnel and Payroll Database (IPPD) payroll system.

This directive aims to ensure seamless salary processing and prevent any issues that may arise due to incorrect or outdated employee information.

Step 1: Acquire/Register for NIA Card if you don’t have one

Government employees who do not possess a valid NIA card are required to register for one. To obtain an NIA card, individuals should visit their nearest NIA center and follow the registration process. It is essential to obtain the NIA card to participate in the verification or re-verification exercises necessary for the payment of salaries.

Step 2: Submit NIA Details to HR of Institution

Government employees who already possess an NIA card or those who have obtained one through the registration process mentioned in Step 1 must submit their NIA card number to the Human Resources (HR) department of their respective institutions. The deadline for submitting the NIA card number is Monday, March 4th, 2024. This submission is crucial for the integration of the NIA card numbers with the IPPD payroll system.

Step 3: Integration of NIA Card Numbers with IPPD Payroll System by HRs of Covered Entities by March 20th, 2024

The Heads of Human Resource Management Information System (HRMIS) and Personnel Processing Sections (PPSs) offices have been tasked with capturing the NIA card numbers of government employees on the IPPD 2 Payroll System. It is important for HR departments to complete this integration process by March 20th, 2024. This integration will facilitate the re-verification of government workers and ensure the smooth processing of monthly salary payments.

Step 4: Subvented Organizations

For organizations operating under subvention, HR departments are responsible for capturing and adding the NIA details of their employees to the salary systems. After completing this process, HR departments should submit their requests for monthly compensation to the Controller and Accountant General for payment. It is the responsibility of HR departments to ensure compliance with this directive to avoid any delays in salary disbursement.

Step 5: Reverification of Government Employees

The Controller and Accountant General will communicate the dates and centers for the verification or re-verification exercises for all government employees to covered entities. It is essential for government employees to participate in these exercises as scheduled to ensure the accuracy and validity of their employee information.

The linkage of the Ghana Card (NIA number) with the CAGD Payroll Database System is a mandatory requirement for all government employees.
