What is FCUBE?

The acronym in Ghana means Free, Compulsory Universal Basic Education (FCUBE).

When was FCUBE introduced?

The Free, Compulsory Universal Basic Education (FCUBE) was an education programme introduced in the year 1995 and promised to be implemented by 2005, ten (10) years after its introduction.

Who introduced FCUBE?

The Free, Compulsory Universal Basic Education (FCUBE) was introduced during former President Jerry John Rawlings’ government as stipulated in the 1992 constitution as an educational mandate/policy.

Prior to the promulgation of the 1992 constitution, the then Education Minister in 1951, Kojo Botsio highlighted on “FCUBE” in his speech and in the Accelerated Development Plan (ADP) in 1951.  ADP aimed at providing education for all school going age children.

When was FCUBE first implemented?

The implementation of the FCUBE programme saw the light in the year 2005 under the presidency of John Agyekum Kuffuor during the regime of the then Education Minister Osafo Marfo after it was introduced in 1995.

In the FCUBE programme, frameworks and activities have been strategized to equip school going age children to enjoy the free compulsory universal education with appealing cuts.

Why was FCUBE introduced?

In the 1992 constitution of Ghana, Article 38 (2) stated clearly that “The Government shall, within two years after Parliament first meets after the coming into force of this Constitution, draw up a programme for implementation within the following ten years, for the provision of free, compulsory and universal basic education.”

The FCUBE programme manifested the education dream of the 1992 constitution. The constitution only expected a free universal education plan but it was the set-up committee that came up with the name FCUBE.
