Conditions of Service: Definition of Category 1,2,3,4 of Allowances in Public Service

There are four (4) categories of allowances under the Single Spine Pay Policy (SSPP) for implementation in the Public Service. Category 1 Allowances have been consolidated into the basic salaries on the Single Spine Salary Structure (SSSS).
As part of the policy implementation, Categories 2 and 3 Allowances have been harmonized and standardized in the Public Service.

The document made downloadable below provides the definitions for all the categories of allowances. It also sets out the administrative rules and procedures that shall govern the implementation of the negotiated rates of Categories 2 and 3 Allowances in the Public Service.

Category 1 Allowances

These allowances are related to the normal duties, responsibilities, and requirements of a job. As a result, they have been considered as compensable factors in the nationwide job evaluation exercise which were used to determine the relative worth of jobs and for which reason they no longer exist within the Public Service.

The Category 1 Allowances are:

  1. Bilingual/Journalist Allowance
  2. Cashier Allowance
  3. Duty Allowance
  4. General Risk Allowance
  5. Hazard Allowance
  6. Risk and Unpopular Allowance
  7. Professional Allowance
  8. Responsibility Allowance; Special Allowance
  9. Frontier Allowance
  10. Honorarium Allowance (paid to all staff on a monthly basis and not based on any special assignments)

Category 2 Allowances

These are job-related allowances paid under special conditions and/or circumstances that arise from time to time, which require some form of compensation. Category 2 Allowances have been harmonized and standardized through negotiations.

The Category 2 Allowances are:

  1. Acting Allowance
  2. Additional Duty Allowance
  3. Temporary Posting Allowance
  4. Permanent Posting Allowance
  5. Height/Depth Allowance
  6. Tools Allowance
  7. Overtime Allowance
  8. Teaching/Instruction Allowance
  9. Committee Sitting Allowance
  10. Training Allowance
  11. Inducement Allowance
  12. Hardship Allowance

Category 3 Allowances

These are employee welfare-related allowances. They are:

  1. Physically Challenged Transport Allowance
  2. Physically Challenged Guide Allowance
  3. Medical Subsidy
  4. Funeral Grant
  5. Day Trip Allowance
  6. Meal/Ration Allowance
  7. Travel & Luggage Allowance
  8. Night subsistence/Out-of-Station Allowance
  9. Vehicle Maintenance Allowance
  10. Warm Clothing Allowance
  11. Uniform Allowance
  12. Overseas Officers Allowances
  13. Protective Clothing

Category 4 Allowances

These are benefits provided to categories A and B Public Service office holders (Directors and above).
These are:

  1. Fuel
  2. Vehicle
  3. Housing/Accommodation
  4. Utilities (electricity, water, telephone)
  5. Domestic/ House help
  6. Garden Boy
  7. Entertainment
  8. Clothing
  9. Security

Vital notice on the categories

These allowances are perks and as such are not to be negotiated but determined from time to time by the employer.
