Detection of multiple registrants is no surprise; Dubious ‘guaranteed’ voters’ should be our worry – IMANI

In the wake of the week, news broke that, the Jean Mensa led Electoral Commission of Ghana has detected about 20,000 multiple registration in the ongoing mass voter’s registration exercise across the country. Report suggest that, the detection of duplicate registrants followed the commencement of the deduplication exercise by the Electoral Commission. The Deduplication exercise is a process that, involves using machine to match pictures and fingureprints of persons who have registered to detect duplication.

In responding to that, the Founding President of the renowned Think Tank IMANI Africa Mr. Franklin Cudjoe who is very firm and courageous in probing matters of the Electoral Commission of Ghana said, the news circulating that, the Electoral Commission has detected 20,000 multiple registrants is no surprise.


In a statement, Mr. Cudjoe argued that, deduplication is normal with all biometric systems. According to him, the previous Electoral Commission under Afari Djan and Charlotte Osei used the previous biometric system to expunge 150,000 names of multiple registrants.

IMANI boss disclosed that, the Commissioners of the Electoral Commission in the past were able to identified and extracted duplicate registrants from the register with the active participation of political parties.

In 2015, the Electoral Commission led by Mrs. Charlotte Osei  sent an official extract in a response to the New Patriotic Party then in opposition on 30th December, 2015 in a response to the party.

“Actually what we should worry more about with the current register is this- “Guarantee Contractors identified in 21-28% of polling stations”- CODEO.” He said.

The unpredicted IMANI President added that, “the Electoral Commission’s own data shows guaranteed registrants are close to 38% of the roll so far. Most likely we’d end up with a register with nearly 40% of ‘guaranteed’ voters’  whose credentials are potentially dubious. And we would have spent $150m on an exercise touted to contain only clean people, only to end up with illegitimate millions. Duka daya. CoS 90.”
