Public Utilities Regulatory Commission (PURC) has announced new tariff increments for water and electricity effective September 1, 2022.
According to the PURC, water tariff has been increased by 21.55% and electricity tariff has also been increased by 27.15% for all consumers.
A critical look at the tariff structure as announced reveals that all residential consumers who falls between 0-300 kWh bracket have witnessed a price increase from GHp/kWh 65.4161 to GHp/kWh89.0422, representing an increment of almost 34%.
It should be noted that the bulk of residential consumers fall within the 0-300 kWh bracket and will therefore be adversely affected by the 34% adjustment.
Prior to this electricity tariff increments, Petroleum products at the pumps have witnessed a colossal increment of about 100%. So far the Energy Debt Recovery Levy has seen an increase of 20%; the Price Stabilization and Recovery Levy is up by 40%.
The Unified Petroleum Pricing Formula has been increased by 164%, whilst the BOST margin has been increased from 3 Pesewas to 9 Pesewas representing 200% increase.
In addition, the fuel marking margin levy has also been increased by another 233%. With the current water and electricity tariff increment, consumers are expected to pay higher charges for using same power and water.
According to PURC, in balancing interests of the service providers and consumers, the PURC acknowledged that the very economic variables that have occasioned the steep increases proposed by the service providers also affect the consumers.
The Commission, however, admitted that some level of increases in utility tariffs were inevitable if the nation was to avoid another power crisis and its attendant effects including job losses.
Earlier, the Electricity Company of Ghana (ECG) had demanded 148% increase in tariff while Ghana Water Company Limited also demanded 334% increase in tariff.

The proposal from the power distributor, submitted to the PURC requested the increment to cover the period 2019 and 2022.
ECG also proposed an average increase of 7.6% in tariff over the next four years to cover Distribution Service Charges (DSC).
Meanwhile, the Ghana Water Company Limited insisted that approved tariffs over the years have not been fully cost-reflective.
But consumers of water and electricity disagreed. They argued that proposals for utility tariffs are too high.
According to the consumers, they do not agree that the increase in utility tariff is commensurate with the services rendered.

For example, anyone who previously pays an average amount of GH¢50.00 on water will now pays an amount of GH¢60.77 effective September 1, 2022. This is affected by the 21.55% water tariff increment.
Also, anyone who previously pays an average amount of GH¢600.00 on water will now pays an amount of GH¢729.30 effective September 1, 2022.. This is affected by the 21.55% water tariff increment.
In addition to that, anyone who used to pay an average amount of GH¢50.00 on electricity consumed will now pays an amount of GH¢63.57 effective September 1, 2022. This is affected by the 27.15% electricity tariff increment
Also, a consumer who previously pays an average amount of GH¢600.00 on electricity consumed will now pays an amount of GH¢762.90. This is affected by the 27.15% electricity tariff increment.
Note that, this charges do not include other charges such as street lights levy, service charge levy, national electrification levy etc.
