Requirements and Guide for GES upgrading from Senior Superintendent to Principal Superintendent

Ghana Education Service (GES) has released the upgrading guide for GES Staff willing to process their upgrading issues accordingly.

Per the release, teachers are supposed to note some key information about the process before they upgrade to Principal Superintendent (PS) including some critical scenarios that qualify/or disqualify teachers with regards to PS upgrade.

WHAT YOU SHOULD DO BEFORE YOU PROCESS YOUR UPGRADE LETTER

Below are the key concerns you should note before deciding whether to process or not:

1. Some of the teachers have their upgrading to PS letters signed by a
District/Municipal/Metro Director. The affected teachers should apply to the Regional Director for PS upgrading letter.

2. Current pay slips will be needed in the upgrading process.

Who can apply for an upgrade to PS?

Teachers who obtained a Diploma in Basic Education (DBE) or Senior Superintendent II in 2014 are the qualified persons/teachers that can apply for an upgrade to PRINCIPAL SUPERINTENDENT in 2020 with their degree certificates.

The release has it that if a teacher has obtained a Degree certificate and has applied for Principal Superintendent letter, they should check out the following.

a. If the teacher receives the application, then she/he should check the year they obtained the DBE.

b. The teacher should note that some of his/her colleagues obtained the DBE two (2) or three (3) years before their appointment, therefore, in considering dates in such instances, use the effective date on the 1st appointment letter.

TIMELINE/YEAR GUIDE ON UPGRADE

You can upgrade to Principal Superintendent (PS) after some number of years with your DBE certificate.

1. Teachers who obtained their Diploma in Basic Education (DBE) in 2014 have to apply for an upgrade to Principal Superintendent (PS) in 2020.

2. Teachers who obtained their Diploma in Basic Education (DBE) in 2015 have to apply for an upgrade to Principal Superintendent (PS) in 2021.

3. Teachers who obtained their Diploma in Basic Education (DBE) in 2016 have to apply for an upgrade to Principal Superintendent (PS) in 2022.

4. Teachers who obtained their Diploma in Basic Education (DBE) in 2017 have to apply for an upgrade to Principal Superintendent (PS) in 2023.

5. Teachers who obtained their Diploma in Basic Education (DBE) in 2018 have to apply for an upgrade to Principal Superintendent (PS) in 2024.

After meeting the requirements based on the above-listed years after obtaining the DBE certificate, you have to verify/crosscheck the timelines on your records before you process applications for upgrading.

Checking for the timeline is also one of the key factors taken into consideration before you apply.

Please, take note that, if the teacher does not qualify considering the years as stated, then they are not expected to submit their upgrade application to the Regional Director.

In addition, teachers are reminded to heed to the timeline qualification in other for their upgrading letters to be processed.

APPLICATION ATTACHMENTS

Teachers who meet the qualification timelines are directed to attach the following before submitting it to the Regional Director.

NEEDED DOCUMENTS

  • First appointment letter.
  • Application letter from the teacher.
  • Director’s recommendation letter (Cover Letter).
  • The Degree certificate. Please, note that the certificate MUST be certified.
  • Diploma in Basic Education Certificate. It MUST be a certified certificate.
  • Advertisement
  • A certified WASSCE certificate.
  • A certified Transcript.
  • A brochure from the University.
  • A current and certified payslip.
  • Filled and signed personal records form by the District Director.

SITUATIONS

SCENARIO 1

Assuming a teacher completed and obtained her/his Diploma in Basic Education (DBE) in 2015. Later in September 2018, she/he was appointed to GES work. Alongside the work, she/he furthered and obtained a Degree after a month (October) in the same year, 2018. Such a teacher can apply for upgrading in 2023 because she/he has qualified based on the timeline (i.e 2018 – 2023).

SCENARIO 2

Assuming a teacher was promoted to Senior Superintendent 1 in September 2016. Later, the teacher had her/his B.Ed certificate in the same September 2016. Fast forward, the teacher applied for upgrading to PS in February 2020. In such a scenario, the teacher has not qualified to apply for an upgrade in 2020. He is expected to apply in 2022 rather.

SCENARIO 3

A teacher completed a BSc. Biological Science programme at the University in March 2000. In the same year, she/he was appointed to Ghana Education Service (GES). The said teacher has the rank Senior Superintendent 1 Non-Professional as of 2020. Such a teacher with that timeline can apply for PS Non-Professional. He/she qualifies to be upgraded to PS but it’s long overdue.

Based on persons of that caliber, their personal records forms are still relevant for service but they MUST be investigated properly before processing their upgrading letters.

SCENARIO 4

A Degree certificate holder (teacher) applied for PS in July 2020 with his/her certificate but he/she did not attach DBE Certificate /or Senior Superintendent ll /or Senior Superintendent I letter.

In addition, he/she did not attach the appointment letter also. In a scenario like this will be very tedious to determine whether she/he qualifies or not.

KEYNOTE: Incomplete applications /or records will not be accepted /or should not be submitted to the Regional office.

SCENARIO 5

Lemsesie Jonas was appointed into GES in May 2011 in the same year and month, she obtained her B.ED certificate. The District Director signed his Principal Superintendent (PS) letter on 1st September 2014. Jonas is on PS grade on his payslip also.

Can he apply? Yes. He should apply. He should apply to the Regional Director for a new upgrading letter. Mind you, if Jonas fails to apply, he cannot be promoted again.

SCENARIO 6

Joyland JJC Adjewaa was appointed to Ghana Education Service (GES) in January 2011 on the grounds of her WASSCE certificate.

She obtained her Diploma in Basic Education (DBE) in September 2015 from one of the certified educational institutions. Quickly, she was upgraded to SSII in September 2016.

She again obtained a B.Ed certificate in July 2019 as an upgrade to her certificate. Considering her qualifications, can she apply for upgrading in 2022?

Yes. She can apply in 2022. Her documents MUST be verified /or examined to ensure that they are intact before application and submission to the Regional Director.
