According to him, he said over the years, scholarships have been awarded to students based on the dexterity of leaders and what they think is so important. He also added that people described as “middle-income earners in Ghana also need support from the Secretariat except for the high-earners” Therefore a well-established act and its rolling out will help flash the mess in the Secretariat.
Dr. Kingsley Agyeman called for putting in a perspective that will determine who a needy but brilliant person is before the scholarship can be awarded to a student.
Suggesting the way forward, he stated that a mechanism must be rolled.
“Looking into the future, I think a scholarship legislation is so eminent and that will set out everything that we need to do and how the funds should be managed.
“In conjunction with the National Development Planning Commission (NDPC) to identify priority areas that Ghanaians need for the support.”
The Scholarship Secretariat has been in existence for more than six (6) decades but there is no regulating legislation governing its successful working.
